 Parish Council Meeting Minutes - 13th September 2016

Minutes of the meeting of Barkston Ash Parish Council held on Tuesday, 13th September, in the Village Hall.
Present:  Catherine Daniels, Chair, John Brassington, Katy Turton,  Liane Williams, Guy Williams, and Andrew Wilson. Also present Alistair Shedden.
Apologies were received from Sue Williams.
Minutes of the meeting held on 9th August had been circulated prior to the meeting and were proposed Guy Williams and seconded Andrew Wilson.
Matters Arising:
  • 20’s Plenty - Catherine Daniels reported that the 20’s Plenty signs that were already in the village had been changed from a red to a green outer circle as agreed with NYCC. Liane Williams will contact the manufacturer of the signs that were still to be erected to have those changed to green as well. Currently there are signs to be erected on Common Lane and Saw Wells Lane.
  • Website - Alistair Shedden had attended the meeting to outline what was still required to ‘fill out’ the website. The local businesses, schools and nurseries are to be asked if they would like to have input into the site otherwise they would be included in the ‘local businesses’ section.
    It was agreed that councillors would get any contributions to Alistair by the end of the month. It is now a requirement that every Parish Council has a website and publishes the audited accounts each year. It is hoped that this website would reach a larger audience and be a vehicle for village events and activities.
  • Tree Planting - The Clerk has written to NYCC Highways asking what permission is required before planting trees on the verge at Back Lane. NYCC require a plan showing where and how many trees will be planted. The Clerk is to action this.
Invoices for payment were approved Guy Williams and John Brassington:
  • Concept 9 – Grass Cutting - £315.00
  • Parker Hartley – Payroll and Audit charges - £15.60
  • HMRC – Nat Insurance -  £14.40                               
Application 2016/0939/HPA Shenstone, Tadcaster Road, Sherburn In Elmet.
Proposed erection of a first floor extension had been viewed by councillors. No observations to be made.

A letter had been received from Selby Dial Charity requesting a donation. It was decided not to make any donations at present.
Any Other Business:
It was reported that the litter bin on Main Street had come loose from the pole. Andrew Wilson said that he would repair it.

Village Signs - Catherine Daniels is awaiting further information from the sign maker regarding a village name sign proposed to be erected on the triangle at the top of Main Street.
It was agreed that planning permission should be applied for.
The next meeting will be held on Tuesday,8th November 2016.
