 Parish Council Meeting Minutes - 8th November 2016

Minutes of the meeting of Barkston Ash Parish Council held on Tuesday, 8th November, in the Village Hall.
 
Present: Catherine Daniels - Chair, John Brassington, Catherine Turton, Guy Williams and Andrew Wilson. Also present Mrs Karen Packham.
Apologies received from Liane Williams and Sue Williams.

Minutes of the September meeting had been circulated prior to the meeting and were approved by Catherine Turton and Catherine Daniels.

Mrs Packham gave the councillors a review of the actions required to keep the library at Sherburn in Elmet open.
From 1st April 2017 there will only be 15 hrs per week allocated for paid library staff. The resulting 30 hours will be covered by volunteers – to this end 60 – 70 volunteers will be required.
The proposal is that the costs will be covered by local parish councils initially for 3 years.
The cost to Barkston Ash would be £160 per year. 
This was agreed by Catherine Daniels and John Brassington.

Matters Arising:
  • 20’s Plenty - the remaining village signs are to be updated with the new colour and it was agreed that as the original supplier was not able to do this Signtifik would be used.
    John Brassington is also to investigate the availability of stickers for the wheelie bins. It was noted that more councils in the area were requesting 20mph limits.
  • Website – some articles have been sent to Alistair Shedden and it is hoped that the website could be live before Christmas. The clerk is to ask Alistair if he would meet with councillors to go through the site.
    Catherine Daniels will have a banner made advertising the site.
  • Tree Planting – NYCC need to know how many trees would be planted and what species.
    The Clerk suggested a spacing of 12 – 15ft between trees, NYCC to agree a native species.
  • Village sign – Catherine Daniels had located a planning application form concerning monuments and street furniture, the application would be made for the sign to be placed on the grass triangle on Main Street.
Finance:
Invoices for payment were approved by Andrew Wilson and Catherine Turton:
  • HMRC – Nat Insurance months 6 & 7 - £28.60
  • G Stephenson – Clerks fee – Aug–Oct - £171.83
  • Concept 9 – Grass Cutting - £270.00
  • Parker Hartley – Payroll services - £15.60
  • PKF Littlejohn – Audit fee - £36.00 
The precept for 2017/18 was discussed and it was proposed Catherine Turton, seconded Andrew Wilson that the amount should remain as previous years at £5000.00

Planning:
Application 8/66/62E/PA proposed erection of two storey side extension with double garage with bedroom over.
Andrew Wilson declared a conflict of interest and took no part in the decision making.
Councillors decided that they should visit the site before making a final comment and the item shown as a shed on the plan was actually a garage and the materials used were to be looked at.

Any Other Business:
The Christmas tree prices had been received from Ramble House Farm and it was agreed that a 15ft tree should be ordered at a cost of £130 + VAT. This will be delivered for the 3rd December.
New lights will be purchased for the tree, warm white.
Councillors are to meet on site at 10.30 on 3rd December and Mr Lightfoot is to be asked to help erect the tree with his fork lift.
 
The next meeting will be held on Tuesday, 10th January 2017.
